Privacy Policy
How the National Development Foundation of Dominica collects, uses, and protects your personal information.
1. Who We Are
The National Development Foundation of Dominica (NDFD) is a development finance institution incorporated under the laws of the Commonwealth of Dominica. Our registered office is located at 9 Great Marlborough Street, Roseau, Commonwealth of Dominica, West Indies. NDFD is the data controller responsible for personal information collected through this website, and the Merchant of Record for any online payments processed through our linked Payment Portal.
For any privacy-related enquiries, you may contact us at [email protected] or by telephone at +1 (767) 448-3240 or +1 (767) 275-5251 (Office Hours: Monday, 8:00 AM – 4:00 PM; Tuesday – Friday, 8:00 AM – 3:00 PM).
2. Information We Collect
When you submit an enquiry or loan application form on this website, we may collect the following categories of personal information:
- Full name (first name and last name)
- Email address
- Telephone number
- The nature of the financing or support service you are enquiring about
- The content of any message or description you voluntarily provide
We do not collect sensitive personal data (such as financial account numbers, national identification numbers, or health information) through this website. Any such information required for a formal loan application will be collected in person at our offices, under separate data handling procedures.
We do not use cookies for tracking or advertising purposes. Any technical data collected automatically by our web server (such as browser type or IP address in server logs) is used solely for security monitoring and is not linked to your personal identity.
3. How We Use Your Information
Personal information submitted via this website is used exclusively for the following purposes:
- To respond to your enquiry about NDFD's loan products, training programmes, or business development services
- To assess your suitability and eligibility for the service you have expressed interest in
- To communicate with you about the status of your enquiry or application
- To comply with any applicable legal or regulatory obligations of NDFD as a development finance institution
We will not use your information for unsolicited marketing, profiling, or automated decision-making that produces legal or similarly significant effects without your explicit consent.
4. Information Sharing and Disclosure
NDFD does not sell, rent, or trade your personal information to any third party. Your data is not shared with commercial partners, advertisers, or data brokers under any circumstances.
We may share your information in the following limited circumstances only:
- Within NDFD: Your enquiry may be shared internally between NDFD staff members (such as our loans officers and management team) who need it to respond to you.
- Legal obligation: If required by law, regulation, or a valid court order issued under the laws of the Commonwealth of Dominica, we may be compelled to disclose your information to a competent authority.
- Funding partners: In cases where your loan application is processed through a programme funded by a development partner (such as the Caribbean Development Bank), aggregate or anonymised data may be reported to that partner for programme monitoring purposes. No personally identifiable information is shared without your prior written consent.
5. Data Security
NDFD takes reasonable technical and organisational measures to protect personal information submitted through this website against unauthorised access, disclosure, alteration, or destruction. Our website operates over HTTPS (SSL/TLS encryption), ensuring that data transmitted between your browser and our server is encrypted in transit.
Email communications are transmitted via standard internet email protocols. While we take precautions, no method of electronic transmission is entirely secure. For highly sensitive matters, we encourage you to contact us by telephone or visit our office in person.
6. Payment Card Data Security
Where you make a payment for a loan-related fee, training fee, or subscription through our linked Payment Portal, additional safeguards apply to your card data:
- Encrypted transmission: Every payment session is conducted over an encrypted SSL/TLS connection between your browser and the payment gateway.
- Certified gateway partners: Card transactions are processed exclusively through certified, PCI-DSS compliant third-party payment gateway partners acting on our behalf. NDFD does not operate its own card-processing infrastructure.
- No storage of card numbers or CVV: NDFD never stores your full card number, card expiry date, or CVV/CVC security code on its own servers or systems. This information is captured directly by our payment gateway partner and, where applicable, only a tokenised reference or the last four digits of your card may be retained for your reference (for example, on a receipt or a saved-payment-method screen).
- Accepted card networks: We accept payment via Visa and Mastercard. All transactions are billed in Eastern Caribbean Dollars (EC$ / XCD).
- Your responsibility: You should never send your full card number, CVV, or online banking password to NDFD by email, our contact form, or our text-based enquiry widget. If you need to discuss a payment issue, please call us directly.
7. Data Retention
Enquiry information submitted via our contact form is retained for a period sufficient to process your enquiry and follow up as necessary, typically not exceeding 24 months unless you proceed to a formal loan application, in which case standard financial record-keeping obligations apply.
8. Your Rights
You have the right to request access to the personal information NDFD holds about you, to request correction of inaccurate information, and to request deletion of information we are not legally required to retain. To exercise any of these rights, please contact us in writing at [email protected].
9. Changes to This Policy
NDFD may update this Privacy Policy from time to time to reflect changes in our practices or applicable law. The effective date at the top of this page will be updated accordingly. We encourage you to review this page periodically.
